UE4 editor won't open. 4.23

Hello,
My UE4 editor won’t open with the error : 0xc000007b. I run Dependency Walker and the log is attached.
It says that there are some files missing but they can be found in:
C:\Program Files\Epic Games\UE_4.23\Engine\Binaries\ThirdParty

I tried everything. Same problem with the past versions.
