I am looking into your issue and It seems that I may need some more information to be able to help.
are you launching UE4 from the launcher by double clicking on Epic Games Launcher and then selecting Launch from the Engine Versions section? or are you double clicking UE4Editor.exe from the install location?
What version of the engine are you using?
I also am including a link to a web page that has detailed instructions on troubleshooting launcher and installation related issues. If you are able please read through this page and follow all of the instructions listed.
If you are still experiencing the issues after that please attach the verbose logs and I will investigate the problem further. Also if there is any other information that you think might be helpful make sure to include it as well.

These sections contain detailed instruction on how to gather and send the necessary files for us to submit the bug report. Once you have the files that are needed just zip them up using whatever utility you prefer (7zip is free and easily found with a quick google search) and attach the zipped file. Once I have the files I will put together a bug report, submit it to the devs, and give you a jira ticket number to help with tracking. Then when changes are made I will post a comment to keep you up to date and hopefully we can get this problem worked out for you.Also feel free to include any additional info that you think might help, can’t ever have to much info.
I started assembling a bug report to submit to the developers regarding your bug, but it seems that the log that you uploaded is not the verbose log that is needed for a proper bug report. If you could please include the “Verbose” logs and also if possible it would also be very beneficial to include your dxdiag file as well.
