[UE4 4.24 ]How do I make a mesh or an AI hover over default pawn class actor and follow it and move at its own pace?

Hey people, so I was wondering how to pull off the Lakitu cloud game design mechanic in UE4. The actor is hovering over the Default Pawn class actor and will spawn raining objects down onto the default Mannequin every few ticks. Does anyone know how to pull this off? And this is done in an Endless Runner, and the Lakitu Cloud is those clouds with the turtles on it in the Mario franchise in case anyone’s wondering.
