ue3 static light + speculat

how can i make this effect on ue4 ?
unreal engine 3 static light + specular:


in ue4 there is no specular for static light . how does it work on ue3 ?

You need to have a visible light source, like a lightbulb mesh

other ways?
is there someone of the stuff that can explain me how they did on ue3?

Create one static light that casts shadows and its dynamic copy at the same place that doesn’t cast shadows but creates specular effect.

the light that create the specular effect make everything brighter and the specular is on the light direction and is not stoped by the shadows and if i use a light with shadows to block specular than what is the point of using static light
