UE-51604 seems to be happening again on UE5

Hi!

Checking “Enable Density Scaling” on Static Mesh Foliage used on Procedural Foliage Spawner causes the Engine to crash with “Array index out of bounds: -1 from an array of size…” when opening the level with Scalability settings lower than Epic. Happens in game and happens in the editor itself too.
Seems very a similar behavior of UE-51604, but with Static Mesh Foliage.
