Issue 1: When using the Property Matrix Editor on Blueprints, changing settings such as shadow properties causes Unreal Engine to crash.
Issue 2: After exporting a project from Twinmotion and importing it into Unreal Engine, the XYZ transform gizmo does not appear when selecting any mesh. It only returns to normal after closing and restarting Unreal Engine.

Since you are reporting two issues with almost no relation with each other, let’s tackle them in order.
Crash triggered by changing shadows with Property Matrix Editor:
First thing I would check, does the crash happen with any other properties being altered with Property Matrix?
And the other way around, if you alter a single shadow blueprint, does the crash take effect as well?
Additionally, it would be helpful to review the full crash log, could you locate it at the Saved/Logs folder, and attach it to this thread?
Missing gizmo after Twinmotion import
Have you tried toggling the selection mode back and forth? That action alone should refresh the gizmo. Same principle can be applied by resetting the viewport
For a different method, cycke between game mode using G, or select a mesh and alter it with W, E or R, to re-summon the gizmo
