I believe that this has to do with your Visual Studio version. I remember seeing a reddit post last year that stated the following:
5.5 - 17.8 or later, 17.10 recommended (Default)
5.4 - 17.4 or later, 17.8 recommended (Default)
5.3 - 17.4 or later, 17.6 recommended (Default)
5.2 - 17.4 or later (Default)
You can downloaded older versions of Visual Studio by scrolling down to the “Evergreen Bootstrappers” at this link: Visual Studio 2022 Release History | Microsoft Learn and then download the appropriate version for whatever UE version you choose. (17.4 is a safe choice for UE5.4 and earlier).
