I’m trying to install PCG but I don’t understand why the ‘Procedural Content Generation Framework’ plugin is missing from the plugin list in UE 5.5.2, despite having reinstalled the engine, verified the files, and checked multiple times.
Could you please help me? Thanks!

Checking on my own builds, I can see the plugin listed and available in 5.4:
As well as in 5.5.1 and 5.5.2:
I would test removing all unreal elements from your PC, included the launcher, then start a new, fresh install, to ensure the plugins appear properly.
