Sometimes certain scenes require more memory than the computer has especially during the opening process, when working it is important to be aware of how much information and data is in the scene as the more is added the more hardware it might need. Opening the scene in DirectX 11 will use a little less hardware so you can typically open and remove unnecessary elements or problematic things from your file.

If you have a GPU with 8GB of Memory (VRAM), you need to check the performance settings (in Task Manager) when opening your file and see if you run out of RAM. If your RAM is too low it will be using the shared GPU memory to compensate, and if you run out of that memory you will see the error. You should have no less than 64GB of RAM (for a 1GB project or more) and increasing it will help avoid this error depending on the scene.
