No, those two are not the same, but two different products offered by the same company (Exit Games).

Photon Cloud is a managed service, where Exit Games hosts the servers for you and the technology behind the product flavors Photon Realtime, Photon Turnbased and Photon Chat.
Photon Server is based on the same codebase as Photon Cloud, but here you get the server software and run it yourself on your own servers. The main reason for hosting the server yourself is when you want to modify it with custom code like does.
