Turn Based Strategy bugged in 4.9

In 4.8 it was fine, the 4.9 version is bugged: Most of the times when pressing PIE, it spawns units in some strange position, often levitating high above floor:

… And unable to control them.
Reproducible on clean 4.9 “Turn Based Strategy” example project (no migrating from 4.8 or anything, new project compatible with 4.9)
