trying to disable abilities on begin play, and enable them during gameplay using gameplay tags

So my Character has a set of abilities.
I want the char to be able to unlock these abilities as they progress.

I have this on begin play

my ability has it so that it cannot be activated if i have the tag

in my character blueprint i have this, which is just hooked up to a keyboard event to test.

everything works on the host but not on the client. can someone tell me why this is not working on client?
