Touch movement without follow the location under finger

Hi everyone,
I’m working on an Arkanoid-like mobile game. To move my character I replicated the touch system of the Top Down Template in which when pressed the screen the character will follow the location under the finger and then proceed to move according at the movement of the finger.

I would like my character to don’t follow the finger location but to stay where it is and to move from there.
Basically the same movement system of the Sky Force games.
