The tooltips trigger and display even if the editor is not active and is blocked by another application. This happens in the editor, the project viewer, but does not occur with the current Launcher version.

This is a known issue, and we’ve got a fix in the deployment stages. I would recommend checking to see if the bug is fixed in the 4.5 preview in the launcher. If not, it may still be implemented for the official 4.5 release.
