This is a "New Private Question" - the link is broken

Hello,

I’ve attempted multiple times to create a “New Private Question”, but the link keeps creating a public topic that everyone can see.

The ‘private’ aspect is broken.

I want to request a project URL change from the generic one that was created, but there does not seem to be an actual way to ask privately.
