the window panel (where the outliners and stuff goes) I slid the outliner to full screen, and now it wont let me slide it back

Hello Wipeout, Welcome to the Forums.

Try resetting your layout with Window → Load Layout → Default Editor Layout.

Also, as a general protip: If you hold the Windows Key, and press the Left and Right arrow keys, you’ll be able to move a window that’s off the screen.
