The installation and download speed for the unreal engine works fine for a few seconds after which it drops to 0kbps. Please help

The installation speed , for the first few seconds, corresponds to my network speed but then drops to zero kbps with short intervals of very low speed. What is going on and how to fix it? Is there any alternative way to install unreal engine? I really want to use it.

Connect to internet start your downloading and leave it for a night it will be downloaded
Comnect it to chatging if using laptop
