What you got to do for this is not use the player counter succeeds events on the end game device.
Using 16 Player Counters, End Game Device and a Tracker

- Compare at Game Start - Yes
- Compare on Count Change - During Game
- Counted Team - 1 to 16
- Enabled on Phase - Always
- Include Spectators - No
Tracker
- Stat to Track - Events
- Reset on First Spawn - Yes
- Target Value - 15
- Starting Value - 0
- When Target is Reached - Complete Tracker (Alternatively can end round here and bypass need for end game device, but haven’t used it since end game device is reliable in displaying round winner)
- Winning Team - Use Game Win Conditions
- Amount to Change on Event - 1
- Show on HUD - No
- Show Progress - Off
- Tracker Completion Ceremony - No
User Options - Functions - Increment Progress When Receiving From - Add all 16 Player Counters on Count Succeeds event.

Thats the basics, but it doesn’t allow for Joining Players to jump into the game until next round.
To let Joining Players jump straight in requires the trackers decrement progress function to be somehow linked to a team selector or a seperate set of team counters events
