HDRIBackdrop missing from the 4.23 update. Edit/Plugins/Builtin/Rendering not there. Where do I get it?

It can be found in the Plugins Browser in the Editor.

Under the Rendering category, locate the HDRI Backdrop Plugin and check its Enabled box.
There is no HDRI Backdrop plugin in that list. Running a search in the entire section brings up nothing. If its there I cant find it.
Any way I can get hold of the plugin?

Be sure that you’ve updated to the latest 4.23 version (CL-8386587) – Check the ‘About’ menu under the Help menu to confirm your version… We didn’t make the HDRI Backdrop a plugin until Preview 7 and 8. Before that it was a part of the base engine and could be searched for in the Modes panel, so if you’ve not updated to the latest, you would not see it as a plug in…

Reinstalling and opening a fresh project worked. The HDRI plug is there!
