Regarding to your settings, they seems to be right.
Unfortunately, I wasn’t able to reproduce your issue. I was able to export the OBJ correctly and then it was openable in the 3D viewer, Blender and also CloudCompare without any issues.
For some unknown reason your exported model has enormous Y and Z coordinates, which shouldn’t be happening for grid CS:
Is it possible that you are using some transformation settings?
