Generally it is expected that you are able to use free assets for your own commercial use, but sometimes there is a restriction that you only use it in UE. This restriction is mentioned in the description like in Cropout.
So, while it may be somewhat unbelievable to be given so many free assets and textures, everyone that participated in Project Titan did so knowing that what they made would be publicly available.
I won’t give you a yes/no answer, but as far as I can tell, the ‘Standard License’ detailed in the EULA applies to Project Titan.
