Can you try not using the VertexNormalWs, i think i saw a jira on my side talking about issue and this.
Also, i know you haven’t seen the release note yet, so you probably don’t exactly know what changes and how it work.
I’ll try to repro locally and see how it goes, but in theory it should work as before, as shadow were not affected in this phase, only rendering optim, LOD distribution changes,more options to control tessellation, etc. The shadow specific one will come for 4.20 as i couldn’t finish it in time for the 4.19 deadline.
In any case i would guess if you push the tess multiplier and compare with 4.18 you should see major gains.
