Terrain-painting "fills" rather than paints

Hello!
Whenever I try to paint landscape, the strokes seem to “fill” sections rather than just painting in the pattern that i move the cursor in:

What is causing this?

It happens in both v. 4.5.1 & v. 4.6.0

I am not seeing this on my end, can you tell me what steps you are taking, what pain settings you have set, and what your material setup is?
