When I try to create C++ blank project I receive an error: “System.ComponentModel.Win32Exception (5)”. Editor never opens. If I select blank blueprint project it’s fine. Want to fix the issue because consequences are unknown.

When I open it with VS2019 and try to build the solution I receive following error messages:

Do you have any update on this case? I am trying UE5 on Win7 too.
