Thats a custom skin shader.
Is there ways? Definitely.
On a metahuman? If you delete its materials and start from nearly scratch, sure.
Theres a lot of raindrop/streak tutorials you can follow.
Try looking up some of the ben cloward tutorials though, they may not be relative to skin, but as far as efficient shaders go his tutorials/methods are a pretty safe start for you to build on top of…
