Substrate: Are displacement maps functional on static meshes?

I’ve seen the tutorials for enabling displacement for landscapes, but what about using displacement maps for Substrate materials?

I’ve enabled displacement via DefaultEngine.ini and it shows up. But when I plug my displacement map in, there’s no change. The object is set to generate Nanite and if I take it into the modeling tools and apply displacement there, I can get it to somewhat work, but it’s far from what I am expecting.

I’m using 3D Coat to generate my textures and set displacement to export as an EXR.

I’ve also tried using a multiply node as well as tweaking the global parameters for displacement and still no change.
