The Substance Plugin has been released on GitHub and will be released soon on the Epic Games Marketplace. This is a compatibility release for 4.14.

What are the changelog notes?
This is actually just a maintenance release. We are refactoring large portions of the plugins to add several new features, but it was not ready in time for the 4.14.0 release. We hope to have it ready before 4.15 however
