We want to release our mod editor but we don’t have any way on how to do this properly while respecting Epic’s EULA. Someone suggested that we upload it on Epic Game Store, which we did, but then we got feedback saying we cannot distribute it since its “a Mod kit-only release“, so we have to contact them through Partner support. I don’t know where that is. The link they gave us sent us here to another forums board. I cannot find a proper way to email or otherwise chat with them about this problem.
We really need to release our mod tools for our game, or all the time we’ve spent on it will be wasted. The success on our movie maker sandbox game depends on people’s ability to modify it.

If you’d like to contact the Partner Support team, you can do so by navigating to the EOS Developer Community and selecting the option to Create a Private Discussion. You’ll want to set the Topic to Epic Games Store so that it is routed to the appropriate team.
While the Epic Games Store currently has limitations for non-game products, the Partner Support Team can help you determine the next best steps or whether an exception can be granted for this.
