I had the same issue. Don’t know why it was capped all of a sudden to 60 fps but t.maxFPS 120 did the job.
There is some voodoo/bug involved (like switching back and forth frame rate settings in the Project Setting) but it does the trick. At least in my case (UE 4.16.2 running on ASUS ROG GTX 1060).
BTW, same project on a different computer didn’t have this problem at all…
I had this problem before. Project settings didn’t work at all. Max FPS was locked at 60FPS, and delay always 18+ ms.
You will find not only Unreal Engine but also some games have this problem.
Solution: It’s cause by NVIDIA Experience settings. To solve this problem just need to uncheck NVIDIA Experience->settings->games->Battery Boost. After that go to Unreal Engine project settings->engine->general settings->framerate and checksmooth frame rate. Now you can set max FPS at any rate and the time delay go back to normal at about 8ms.

Unfortunately, I found that I have to Uncheck and then Check “smooth frame rate” every time I reopen Unreal editor, or it will still focus on 60FPS and over 18ms. Hope someone could find a perfect solution.
This solution worked for me. MSI Laptop with a GTX1070 and NVidia Experience. None of the engine settings will work if battery boost is turned on. Also for additional information, you will need to restart any running apps to see the frame rate change in those apps - it doesn’t uncap immediately when boost is turned off.

The solution for me was to change the Performance Profile of my Laptop. I have Asus ROG STRIX Laptop so I am able to control the Performance Profiles through ARMOURY CRATE. On other laptops, this can be done directly through Windows Settings’ Power Plans located in: Control Panel\Hardware and Sound\Power Options
Hi, did you find any fix for this problem I think I actually found the permanent fix after some digging, I know it’s been so many years but if you also found out any fix just let me know im a geek xd -
Step 1 - Open “Unreal Engine” Folder the main installation one
Step 2 - Select Unreal Engine Version for example " UE_5.2 "
step 3 - Open “Engine” Folder
step 4 - Open “Config” Folder
step 5 - Open “BaseEngine” File in Notepad
Step 6 - Hit “Ctrl + F” and search for " [/Script/UnrealEd.EditorEngine] "
Step 7 - Under that section in the “10th” line there will be " bSmoothFrameRate=false"
step 8 - Change it to " bSmoothFrameRate=True " and save and exit
the magic is done its default now I was so frustrated for because of this problem I formatted my pc 3 times today thinking something is wrong with my windows or drivers
I’m so proud of this fix sometime I think I’m mentally ill I just can’t bear with these sudden changes to the default

its because of the graphics software
For amd open the adrenalin /Pro software and adjust the unreal engine settings from Perfomance to Quality That worked for me

My solution involved those steps
plus:
in Nvidia Control Panel
making sure that Nvidia
in general
or if is some specific settings for an app like Unreal
max frames is off
and
vsync is off
Also battery boost in Nvidia Geforce deactivated.
My problems started after I try to use Unreal while on a flight and battery finished. Now everything is fine.
