Strange FPS throttling issue

Last week, seemingly out of nowhere (I hadn’t recently changed any settings), I started encountering the following problem in UE5.5.0 editor.

When I enter my project and am in the editor, UE shows FPS of right around 120. After a few seconds, it goes down to 60. At that point, if I click down in the console to type something, it will stay at 60 until I type any character, at which point the fps jumps back up to 120 again. If I delete the character, FPS drops back to 60. Mind you I am never hitting enter, and I have not run the game. When I do run the game, the cap remains in place, making it very hard to monitor for framerate dips.

I’ve checked my engine scalability settings (all epic), I’ve turned off Use Less CPU When In Background, I’ve tried manually setting the fps in the appropriate .ini files. I’ve checked in AMD Adrenalin settings (AMD Radeon RX 7900 XTX) to make sure my video card is not being externally capped. Entering the console command t.maxfps 120 also does not make it revert - it still caps at 60.

Has anyone ever had this problem? I’m at wits’ end with it; I’ve spent over 6 hours trying to solve it.

Are you really on 5.5.0? If so, I would try going to the latest version of 5.5, as the .0 release can be a little rough around the edges.
