I wanted to use the wall asset of 9 polies, 512x512 texture map and normal maps applied, i copied some windows to try if my import is working, but i got these issues:
(These walls are planes)
When I come close to wall(in either editor mode or play mode), these black cubes appear and not go away.
I also see some white lines between walls.

With the first issue in your viewport, I’ve seen something similar before (This link) and the user there was able to update their graphics card drivers to resolve the issue.
With the second image, I’m not sure that these are related necessarily. Something does look odd, but it may just be the way the UVs are laid out or that the planes are not lined up. It’s hard to tell with the image because I cannot see where the Mesh planes edges are located. (This can be turned on in the viewport by going to Show > Advanced > Mesh Edges).
Also, you said that you only get the issue when you are near this mesh with the graphical glitch? From the looks of it you have a post process that will blur objects when close? This could be related and putting a strain on the graphics card which in-turn could lead to this issue you are seeing.
If you want me to take a better look at the mesh and see if I find any issues off hand with why you have the white seams that doesn’t stand out to you, I don’t mind. You can always upload it here by attaching it to your post.

Sorry about the white lines, i see that its most likely that the planes aren’t lined up, some twitching solved it.
About the black lines, my graphics card is AMD Radeon HD 7900 series and it meets the min. requirements.But I will make sure to write here if updating solves the issue.
