Standalone installer?

Greetings Earthlings.

Is there a standalone Unreal Engine installer that does require a connection to epicgames.com? You see, epicgames.com is blocked by the galactic council where I live but I still need Unreal engine for the rendering engine I use to visualise the Earth invasion f…I mean diplomatic fleet.
