Spine Plugin - building on PC for iOS

How does it look like to create a build for iOS using the Spine runtime? By creating a pure Unreal build, which uses only blueprints it is possible to create using only PC. In case, when we are already using cpp we need Mac for this.
If I understand correctly, using an additional plugin (like Spine) written in cpp (even if I use only blueprints in the project) requires me to create the build using Mac, yes?
