The Radio filter effect set the the Sound Class behaves strangely. A ‘Radio Filter Volume Threshold’ above 0.6 results in the radio filter being on all the time, and anything below is off. Implied is that it should take account of the volume of the source i.e. if I was stood right next to the source (volume 1.0) then I should not hear it being filtered, but if I move away (and volume drops to below 0.6) then I should hear it radioized. Presumably this is in order that you hear important NPC dialogue even if you are distant from the NPC. A nice feature - but it doesn’t appear to be working as intended.

I have tested what you are reporting and it does seem the ‘Radio Filter Volume’ options are not working as intended.
