There’s some neat projects out there now, that are completely free to use! Because I guess a nice person makes one eventually
Look up the “Sonic Infinity Engine”. I think there’s other frameworks too, like the “Dash Engine”. Both of these are powered by UE4. So, not only does what I was looking for exist now, but we actually have options to choose from!
