I have a super weird issue. Foreach loops will never run in any project in Unreal 5.1.1.
To check my sanity, I checked with other developer of my team, he confirmed.
We upgraded our project from 4.27 to 5.1.1 and immediately saw that non of the foreach loops work. I checked in new fresh project as well. All other for loops will work.

Anyone ever had this issue?
Meanwhile I will uninstall and install the engine to see if the issue fixes.
