I want to recreate the hair effect of Solar Ash’s character:

I want to recreate the effect that is floating and moving and also reacts to movement.

Any suggestion? Or tutorial?

Which approach should I do?

To me, it looks like a not-to-complex ribbon emitter. Maybe try looking into Niagara?
