That depends on how accurate that system needs to be.
Or more can it be scripted or you need all physics based?
For scripted you should make mesh (maybe procedural) and material. Mesh should have morph target and grow when you sweep it. Snow material is more for blending that mesh in, and adding some randomness.
Physics based - all in niagara, however i am not sure if such snow can be added to bigger area.
Probably you should mix both techniques to make something big and looking decent.
And then it begs for few questions:
- is that snow part of gameplay or just nice to have visual effect
- is it worth huge performance drop
- is it worth working on that for month or even more
Well it wouldn’t need to be hyper physic base but you need to be able to move the snow around and have some type of weight to it
