Slow download speed, and how I fixed it in 2 steps

After much fiddling I discovered that if you turn ON, that’s right turn ON download throttling and set the value to your internet bandwidth (for me 1500KBytes/s) then start your download the speed will stay very near your max.

Can you please show us an example of this? I don’t see a “download throttling” option in your Engine.ini example. Where/how do I turn that on?
