Currently, the appearance of the Sky in the Lumen Scene (which is used for reflections) brightens the higher the SkyLight intensity is when using Sky Atmosphere. However this creates problems when the sky itself is dark, and then when the sky is reflected, it is much brighter due to the SkyLight intensity.
It is sometimes artistically desireable to have a very high SkyLight intensity with a low directional light to create certain looks, and it’s irritating not having something to control the appearance of the sky brightness seen in reflections to have it match how it actually looks in the fully rendered scene.
