skeleton broke character when moved/animated

Hello guys.
we have a problem with ous character and bones, when we import fbx/obj character with the skeleton and go to the animation window, we try to rotate or simply move the bone of the character and the bones deform the characters’ mesh like this or this
with those import settings
with the export settings we tried a lot of configuration but no one work.
we tried to do skeleton with blender and 3dsmax, blender its a bit better but the retargeting doesn’t work.

that is the base character model.

if you need more informations just tell us i wrote all those that came to my mind.
How can we resolve that problem?
