skeletal mesh help - how to make it work ?

its me cruise4u , and im with a big doubt . i had imported a file ( obj ) a character to ue4 , but im with some doubts and questions about how to give him the skeleton and how to setup him up to animate and move

You need to skin your character with a skeleton in your modeling program, animate it and then export as .FBX.

so its impossible to do this in unreal engine 4 , if i only have the mesh?

No, it isnt something you can do in the engine. You can use Mixamo’s auto rigger though, if you like. Once you rig it there you can choose UE4 FBX format and export.
