Single Player game running different than in the devkit. Anyone know why?

I’m creating a mod that spawns 1 of 4 different actors with a switch in INT and selecting from an array. In the test map, I get the expected creature to spawn. It works for both dedicated server and not dedicated in the testmap. But when I cook and try it in a single player game, I always get the 0 integer choice. I have the variables replicated.

I find it so frustrating that the testmode in devkit is not the same as the real game…does anyone know why? My devkit is up to date. How can I reproduce the single player game so I can accurately test my mod? Or is this impossible?
