Simulated bones freezes on movement

Hello everyone. I have a skeletal mesh with simulation turned off. And sometimes I turn it on on some bones. In general it works, they begin to move by physics, but only if I do not move the actor. If I start moving it, the body freezes until the actor stops. If instead of skeletal mesh there is a static mesh, with another static mesh attached with the constraint, and moved, no physics friezes.

Any clues, anyone?
