ShaderCompileWorker.exe depends on XINPUT1_3.dll. This prevents the worker from running on a build machine which does not have XINPUT installed.

Have you attempted to verify or reinstall the engine version?
If it requires you to have that .dll there is no getting around that. It is not a bug, you will just need to make sure you have all the correct .dlls installed.
