Setup project with battle map and world map

Hej guys, I have a question in regards to how to best setup my game.
Its a JRPG style game, where you walk around the world and if you collide with a monster, a turn based battle is initiated, much like final fantasy or grandia.

So far, the battle maps are separate levels from the world map, which i’ve setup with level streaming (Persistent level). Is it best to have the battle maps in the same persistent level (And just teleport/spawn your characters there) or is it better to have those maps as separate levels?
