Setting Minimum Walk Speed

So i have a Locomotion blend shape that includes walk, run, walk straife and run straife. I also have my blueprint set up for that when shift is pressed the character goes from walk to run. However when in the run setting, it still does the walk straife rather than the run. I believe this is because to walk straife the character is not moving at forward at speed. I want to either set up a minimum walk speed or be able to control the amount on the horizontal axis of the blendshape:
