Sequencer Render out with relative play rate

I’m trying to render a sequencer out as a .avi files.
Let’s say i have 0-5 seconds track. and set the play rate to 0.5
i expect the output video duration should be 10 seconds.
However, it remains the same (5 secs). and the video seems to fast forward the sequence.
Any idea how to render out video relative to any play rate i set on sequencer?

It seems it is a bug in 4.23 as far it worked in 4.22.
