I really want to work with Unreal Engine 4, but with my config I cant feel comfortable in editor - too lof FPS even with editor scalable settings.
Here I see system requirements for UE4

So here is my question:
If I buy some inexpensite videocard in R7 line, for example Radeon R7 240 - can I bee sure that I will have good FPS in editor for a quite normal work.

That card is only a 128-bit graphics card. It is also a DDR3 card, whereas 5670 is DDR5.
All in all, benchmarks seem to indicate that the R7 240 and the HD 5670 are approximately equal in performance, with the HD 5670 being slightly faster.
I recommend spending significantly more on a card if you want to run the editor comfortably with complex scenes. Something like a GeForce GTX 750 would be about twice as fast as the 5670; a GTX 760 would be four times or better.
Also, are you SURE the graphics card is the problem? The Core i3 is only a dual-core CPU (it may have four hardware threads through hyperthreading, depending on model, but it’s a dual-core chip.) If the CPU is pegged at 100% when you run the editor, the CPU is the problem, not the GPU.
