Looks like more to Screen Tearing, and it has to do with your Vertical Sync of your video card and monitor.

It does look like screen tearing a bit. Probably not much to do with your hardware, but more in the monitor… Maybe… Last I was in the market for a monitor that advertised resolving the screen tearing issue, they were like 3x the price of a monitor that didn’t so I doubt most people have one at this point…
